This article describes and analyzes the evolution that the Departamento de Arica experi-enced between 1953 and 1970, based on the development policies. These policies were imple-mented within the framework of the Free Port and the Junta de Adelanto de Arica (from now on, JAA). This article takes as a starting point, some existing references around the concept of development, providing some similarity between the approach of the policies developed in the regional scope and the existing paradigmatic conceptions in the interna-tional sphere. Thus, historically contextualize these approaches to development, by virtue of the exist-ing historiographical production on the Puerto Libre and the JAA. Ultimately, it is proposed that the conception of development that operated in the Departamento de Arica, evolved from a purely economists’ approach towards a vision aimed at social welfare and industrialization.
