This research examines the development of the welfare state in Britain (1850-1925) and Chile (1880-1925) through comparative historical analysis that transcends polarized interpretations between workers' ‘conquest’ and social ‘control’. The study proposes that these processes emerge from complex causal configurations where perceived threats to social order, organizational capacities of social sectors, state resources and specific economic contexts converge.
The methodology employs specialized secondary sources for systematic comparative analysis that identifies structural similarities and contextual specificities. The theoretical framework recognizes the relative autonomy of the state and differentiated temporalities of social actors, avoiding structural determinism and political voluntarism.
The results show that in Britain, the transition from ‘charitable paternalism’ to ‘defensive paternalism’ post-1870 illustrates state responses emerging from strategic rearticulations of dominant coalitions with their own time horizons.
In Chile, peripheral capitalism generates temporal compression where the ‘advantage of relative backwardness’ allows for the application of advanced social policies without gradual sequences. The Chilean oligarchic response to the ‘social question’ is evidence of a transpartisan consensus that transcends ideological divisions to confront threats to the social order. The research concludes that the welfare state constitutes a historically specific modality for managing capitalist contradictions, combining subordinated integration of popular sectors with the preservation of dominant relations through multiple rationalities that articulate economic efficiency, political legitimacy and social control according to particular historical contexts.
