Abstract

Endogenous development is a more complex concept tan economic growth and capital accumulation because it also includes social, political-organization, ethical, cultural and technological aspects. Valparaíso city is the oldest of the country ande the capital of Valparaíso province, actually live approximately 300,000 people and it is characterized by the port activity. We don’t know the existence of endofenous development in Valparaíso city. For this reason, we use a non-experimental methodology through a descriptive explanatory approach of the public policies applied in Valparaíso and its relationship with endogenous development. We found many elements of endogenous development in the city, but still need policies at different leves to achieve it.
