The territorial ordering in Chile is carried out through the application of Territorial Planning Instruments, because it does not have a framework law that regulates the ordering of the territory in a transversal manner. What generates an unsustainable territorial development, which is framed in the economic demands of the moment, not contemplated the improvement of the quality of life of the people, but only the economic increase, evidencing by means of the superposition of productive activities that depress the landscape. Chile has tried to modify and improve urban planning, through the implementation of the Strategic Environmental Assessment, however, the methodological procedure established does not contemplate, implicitly or explicitly, the objective of the sustainable development of the territory through early inclusion in the planning process the environmental units.
