The tsunami risk is not incorporated in the Chilean Regulation of Urbanism and Construction (OGUC), nor has it ever been considered a threat to urban land use, despite the tsunami and 9.5 scale earthquake in 1960, which killed 2,000 people. The repetition of such a catastrophe in the recent earthquake of February 27th, 2010, offers an opportunity to transform urban planning systems into a mechanism to rethink land use and reinhabit the Chilean coastline, while guaranteeing the safety of the population – a right of all citizens as declared in the Chilean constitution.
