Abstract

This article reviews the affairs of the local administration in India, both urban and rural, which have received a constitutional status through two constitutional amendments in 2002.

Apart from ensuring that representatives from the people take the responsibility of administrating civil affairs, the Constitution now states that a quarter of the positions should be filled by women and other minorities, including registered ethnic groups and tribes as well as lower classes, which represents a huge change in the millenary tradition of equilibrium of power and authority in this enormous country.
