Chilean semantics of urban planning and the paradigm shift

This article is about the semantics of urban planning and its paradigms in relation of the theory of city making, which requires efforts that admit different connotations for different people, and each of these different versions relies on its own rules, or postulates new ones.
The ultimate goal behind this task, on a first and important instance, is to review and assess the latest national urban policy formulated in 2013, with the cultural heritage given by previous policies, and in second and final instance, to envisage the institution that should provide a better urban development than the current one.
